Proposed Plan: Architect the Solution.
A blueprint to dismantle the crisis, built on street-level truth.
A comprehensive, data-driven proposed framework to solve homelessness in Calgary through aggressive systemic restructuring, direct financial transfers, and tiered housing strategies.
3-Tier Architecture
The core of the YYC-RHP rests upon a scalable 3-Tier Architecture designed to triage individuals experiencing homelessness based on the chronicity of their situation and immediate medical or psychiatric needs.
Tier 1: Emergency Triage
Low-barrier, immediate-access stabilization centers focused on basic survival needs, harm reduction, and initial diagnostic assessment. Designed to replace unsafe street encampments rapidly without demanding immediate sobriety or structural adherence.
Tier 2: Transitional Navigation
Supportive housing clusters providing 3 to 12 months of sustained accommodation. Integrates mental health, addiction recovery, and job-readiness programs directly on-site to transition individuals from survival mode to stability.
Tier 3: Permanent Restorative Housing
Long-term, subsidized, community-integrated housing. Requires individuals to have stabilized in Tier 2. Operates on a rent-geared-to-income model to ensure absolute tenure security and prevent recidivism back to the streets.
